Add all the cowboy caviar dressing ingredients into a bullet blender cup and blend until well combined and emulsified. Then set it aside.
Add all the ingredients of the cowboy caviar to a large mixing bowl.
Pour the dressing over the top and toss to combine.
Once the pasta is ready, drain and rinse with cold water.
Pour the pasta into the bowl with the cowboy caviar.
Toss until well combined, then allow it to sit for at least 30 minutes to allow the pasta to absorb the dressing and the flavors to meld.
